David Capen
President
David Capen is a political strategist and public affairs consultant with over a decade of experience at the federal, state, and local level. David serves as President of Capen Consulting, LLC, where he has amassed a winning record in political consulting, strategic communications/messaging, fundraising, and public relations.
David has consulted on over 52 political campaigns, with an all-time victory rate of 89% — having helped elect several dozen prominent officials at every level of government.
Prior to founding the firm, David served as the director of policy at the North Carolina General Assembly, where he oversaw policy and budget matters on behalf of House leadership. David has also served at the federal level as an aide to the U.S. House Committee on Ways & Means, and at the local level as an appointed member of various boards.
In addition to his public service and political achievements, David has a wealth of experience working with non-profit and for-profit corporations to engage stakeholders and educate the public on a wide range of policy issues.
David and his clients have been featured in a variety of media outlets, including Fox News Channel, The New York Times, POLITICO, The Hill, PBS, CBS, ABC, Newsmax, The Raleigh News & Observer, WRAL, and Carolina Journal.
David was raised in northern Virginia before he made his way down to North Carolina, where he graduated from the business school at Campbell University. He is also a graduate of the University of Virginia's Sorensen Institute for Political Leadership and the John Locke Foundation's E.A. Morris Fellowship for Emerging Leaders.
David lives on a small horse farm with his wife, Rachel, and their many pets. Outside of his work, David enjoys playing golf, shooting clays, and traveling to appreciate God’s creation.
Rachel Capen is a political strategist and public affairs consultant with several years of experience at the state and local level. At Capen Consulting, LLC, Rachel focuses on media relations, event planning, grassroots organization, and strategic communications.
Prior to joining the firm, Rachel served as campaign manager for a member of NC House leadership — going on to win re-election in the single most competitive state legislative seat in North Carolina. Rachel then served as a legislative assistant in the North Carolina General Assembly, where she oversaw office operations and advised her member on all communications and policy matters. Building on her public service in North Carolina, Rachel went on to serve as director of scheduling to the Lt. Governor of the Commonwealth of Virginia. In recognition of her many years in public service, the Governor of Kentucky commissioned Rachel as an aide-de-camp, earning the title of Colonel.
Rachel was raised in a rural area just outside of Greensboro, NC. She is a graduate of the University of North Carolina at Greensboro, where she majored in political science. In addition to her professional work, Rachel has served as the executive director of a county Young Republicans chapter and was a member of the North Carolina Federation of College Republicans. Outside of her work, Rachel enjoys gardening, riding horses, and bird watching.
